Pintle hitches are cast steel of some sort and so are the components. I would grind and drill the pin to remove it. then find a suitable replacement pin and roller. To reinstall I would heat the pin and peen the ends.
I welded both the hitch and the handle for the pintle on the farm truck with Lincoln 7018. I have not pulled anything with the hitch yet since I have not mounted it yet. Regardless the beads had nice penetration, tie in between the beads, and on the toes and no porosity. Is it optimal or DOT approved? No probably not, but will it work? Yes I imagine it will. Plus would you really pull a heavy trailer with a flat fender?
