An externally balanced engine would have offset weight cast into the harmonic damper,or in the case of an automatic,welded to the convertor/flex plate.Tolerances for production line work on factory engines are less than desirable,making the choice to balance at rebuild time a wise decision.The reason for balancing each component seperately is so that if one day,years from now,a replacement part is needed,that part won't ruin the balance factor for the rest of the engine.For example;a new clutch disc.I had my rotating assembly balanced as part of the rebuild on my 230 and it makes a real difference in the smoothness of the engine.The addition of an after market vibration damper would be of questionable value,i would spend the money getting the drive shafts trued and balanced instead.
