Have you tried cleaning up the parts with a Scotch Brite pad?
For me, Rustoluem primer and paint is good enough. The label say it's good over rust. And, I never need a show-quality look on running gear. Rustoleum Professional has a nice look.
Phosphoric acid can be easily neutralized by washing with an alkaline detergent. Dry immediately and get a coat of primer on.
