Reasonable, maybe. But I wouldn't call it very reasonable. Six hundred fifty dollars for a 381 mile haul by a non-commercial hauler on an open trailer on his schedule when he going that way regardless of whether he has a load or not, cash up front.

Just picked up a truck in Sacramento, which is a 440 mile trip. I would have been tickled pick to get $650 to haul someone's truck up there on my schedule. And I have a CDL and more than 30 years experience and wouldn't ask for cash up front.
