Pull the pump off, work pump lever with your hand while holding finger over inlet. If pump is working - you will feel suction on your finger. If not, rebuild pump.
Or, put inline pressure gage between pump and carb. Should read 3-5 pounds if working correctly.
I once had a tiny hole in fuel line (where line goes through cross member) - not big enough to allow a lot of fuel out, but to suck too much air in.
Had a friend with debris in fuel tank (old deteriated float) that would entermittently block the intake.
