It could be the cams and it could be frozen wheel cylinder pistons that won't allow the shoes to back off. Chances are, you also have a ridge on the drum's edge that will hold the drum in place against the shoes.
Your only alternative may be to disconnect the break line from the wheel cylinder, take off the two bolts that hold the cylinder, and pull the drum. When you do this, it pulls the wheel cylinder and generally bends the clips and will bend the shoes at the heal. This isn’t a problem because clips and shoes can be reshaped, yet it does allow you get everything apart. You only want to pull the drum far enough to be able to pry and work the shoes out using a heavy screw driver or pry bar.
