Break cams wont turn

Doing a break job on my WDX. I couldn't get the back drums off because the pads wouldn't loosen, after knowing out the bottom two pins and removing the drums i realized that the Upper break cams aren't turning. When you turn the cams the cent bolt turns but not the cam itself, almost as if its stripped or something. This will make it impossible to adjust the breaks going back. Any Ideas?
