Freeze Plug Question

What's the best way to expand the disc type freeze plugs?

Whack the center using a 1/2" punch? Work your way around the domed part using a steel bar and hammer? Use is solid round piece nearly the size of the freeze plug and a hammer?

Hints and successful techniques would be appreciated.
