Cleaning the armature, as I suggested, did exactly that on my '48, fixed the problem. But, the armature was visibly dirty. There was great satisfaction in seeing that amp-meter come to life after 20 years of sitting.
But, like I said, you can use an ohm meter to see if the brushes are making contact. No need to take the generator off. Pretty simple. One of the guys you are working with can help.
I have never tried the idea of reversing the wires, but it sounds interesting.
