Poly 318-strange noise

The 318 in my Satellite started making an odd noise. Sounds like a slipping belt. Does it only when warmed up. I put on new belts, still does it. To isolate to which belt was slipping, I removed PS belt- still made the noise. I then removed the alternator belt, leaving no belts on car- still made same noise.
It sounds like it's possibly the seal on the front timing cover, but there is no oil leaking. Has anyone else had this problem? Engine is rebuilt, has very few hours on it, but just started making this noise. Any other ideas?
