My guess it it's a factory setup. The handle is different from a normal MU2 (driver's side) handle, and appears to be cast iron, so not home-made. It's not clear whether the boss (flat spot) on the gear housing where the handle pivot normally mounts is present or not, or whether the pivot shown is attached to comparable boss on the passenger side bracket or is just bolted onto the rough surface of the standard bracket. I believe the drum shaft would have to be different or modified for this setup because the keyways for the sliding jaw clutch would have to be on the opposite end of the shaft from the keyways for the bronze gear, so it's not just a matter of flipping the shaft around. So, some parts, but not all, are reversible.
