I doubt it had anything to do with water freezing. It is a brake system and sees large pressures under normal use. The crimp probably created a weak area in the hose and the brake pressure eventually started working its way out.
Just had a similar thing with an air line in the shop, bulged just like he's describing. After changing it and doing a little destructive analysis air had seeped past the inner pressure lining and was collecting in the outer rubber protective sheath, which is much weaker and bulged noticably.
