I "dissected" the gas gauge today. The bi-metallic strips are wrapped with insulated resistance wire (who knew there was such a thing). The insulation, either through age or over-voltage, has deteriorated causing a short to the bi-metallic strips.

If you could find the right insulated resistance wire, it would seem possible to re-do the wiring.
