Your NotA building reminds me of a friend of mine who got tired of people driving down the road to his cabin, thinking it was the public road, so he put a sign at the top of it that said "Not A Road". As time went by, the official name of the road became "Nota Road".

Your portable box ploy is a good one, but maybe unnecessary for small sheds. Generally, any shed less than 200 sq ft does not require a building permit in most areas. Of course the assessor would still like to tax you on it. He could tax you on your boxes as personal property, though, so just making it portable doesn't make it tax free. I was surprised that the to first year I took the plates off my camper, I found it appeared on my property tax statement with an assessed valuation of $200 as a mobile home. When I asked, he said it was either that or I put plates and current tabs on it.

A lot of people use those garage tents that they sell at Costco. The codes are sneaky about those. If you bolt or spike the bottom plates to the ground, it becomes a "building", subject to building codes and taxes, but if you just leave the plates sitting on the ground unattached, it's a "tent" which is not regulated. Of course it also might become a "sail" in a windstorm. I've seen jurisdictions where they actually care enough that they look and see if it's spiked to the ground or not.

Around here we have a nice loophole that mining and farm buildings don't need building permits. Of course they're all still taxable, but I don't mind paying (reasonable) taxes so long as they let me build what I want.
