I did a test of POR 15 on a light post exposed to full sun. It faded and is completely gone on the horizontal flat surfaces. Half of the post was painted with pro rustoleum, flat black, and its still good on the vertical surfaces.
I've used a product called Corroseal fron the marine store on surface rust and it works great
