Instead of buy an off the shelf unit form Std Parts, I made my own form Radio Shack component. The diagrams are on the net, somewhere. Then use a net "zener diode selector". I bookmarked the one I used in my bookmarks, but it is error coding on me today.
The problem with resistors is that the voltage changes with heat or load. They are different when they warm up- which is good for ballast resistors. But varyng the load will get different out puts. Electronic gismos are more precise, in their parameters.
You signalstat will work fine on 24, if you get the right flasher. And bulbs.
