I agree with one of Vaughns suggestions, sloppy work. if oil hoels were still plugged then the liklihood that the keepers were installed wrong is high. I would just install keepers and try it out. Or pull head too. the head on a flathed should be pulled evey 20K or so anyway to clean all the carbon build up off of everything. That is how high mileage is achieved with flatheads.
