I've heard and based on my experience would agree with the no new base programs or code. Some new applications. or heavy manipulations to them at least.
Think of it:
Windows is still got a lot of the original base DOS code.
Android and IOS are both built on UNIX.
No one has written a true new OS that has any kind of use/following. the closest anyone came was Palm.
We don't teach how to be inventors, just manipulators. Everyone want to build upon what exist, not build from scratch. Our run-a-much copyright laws have made it such that anything truly new, can be made to look like everything else and shut down.
