Another Cummins Dodge question

I've had another question about the Cummins Dodge trucks and as long as we are chatting about the pulling ability let me throw another question out there..........We hear all the time about power and torque and pulling heavy loads but lately I have seen some 1st gen and 2nd gen 2wd trucks for sale and cheap. Got me to thinking what if one would build or modify the truck for a commute type vehicle. We have the reliabilty already but what would one do to the truck and engine to say get it to put out the most MPG. I hear stories of 20-22-25mpg out of a truck.
