That small stud on the input end houses and is the attaching point for the torsion spring bar that goes to the valve body. The splined part and the stud are hollow. If drilled or cut, you will have a high pressure oil leak. The abobe info came from AGR Performance Power Steering when I asked the same question to them as you asked.
