Clark, it just depends what you plan to do with the truck. I've seen many, many engines that look like that where you can spend 20 hrs flushing, changing oil, re-coring radiators...carburetors, new points...voila! she runs!
Problem is she doesn't very often run for very long or very well, yet you've invested a considerable amount of time & money & have nothing.
If you're on tight budget...look for a running used engine for $200...I have one sitting here. If you have a bit more...pull your engine down, carefully measure everything & you might find that a gasket set, some bearings & a little block boiling & honing might get you on the road for $1000 or less.
You just will never know what you have unless you pull that engine completely apart...in my opinion anyway.
