But, Marty is on the right track. You should find out what you have before you start spending time and money.
There's no need to have an operating cooling system before you start the engine. Do the things you need to safely start the engine and check things like cylinder and oil pressure. if those things don't check out, you just have a boat anchor.
All these trucks were parked many years ago for a reason. For some reason, they were not worth driving. Many times it was tires, brakes or engine problems, or they were just too tired to drive anymore. Figure a thousand dollars or more to fix any one particular problem.
