Port polishing will probably have a negative effect. Better off spending your money on a good 3 angle valve job.
Check out the March issue of Hemmings Rods and Performance. There are two articles that cover common strategies for improving engine performance. Suprisingly increasing the compression ratio improves power output very little but does improve fuel mileage some 20%.
I am in the process of restoring a 48 PW and have looked at (for my own amusement) installing a primative form of non-computer controlled port injection that times the firing of the injectors off of a generic GM crank trigger.
