1934 Dodge 1-ton

can anyone tell me if the wheels on my 1934 Dodge 1-ton can be replaced with a smaller wheel? were the big rims added on by an adapter plate to the brake drums? it looks like there is a set of lug nuts with closer ratio located behind the rim itself. look at pictures at my sight.
