Barring any unlikely binding in the pedal, I'd just go ahead and replace the master cylinder. Cheap insurance.
Does this truck have the remotely mounted hydro vac brake booster? If so, perhaps the check valve is shot preventing the master from actuating the booster. At any rate, be careful with it as you have enough weight there to damage a D9 if you hit it.
