I've done a couple of wheels on Power Giants but it's all the same. I used PC7 as recommended in a Dodge restoration book. You file a V in the cracks to open it slightly and to get it clean. Apply the PC7 epoxy with whatever tool will work best. Don't over fill anymore than needed because it's hard to file it down level with the wheel. That's the tricky part, filing the epoxy and not removing the softer steering wheel material. Once you're happy with it prep like regular paint job with grease and wax remover. Prime and paint like any other job. I used a long bolt run through the steering shaft hole to hold the wheel while painting.
