I don't have a cell phone, but I have diminished the number of robo-calls a lot by answering them and telling the caller to put my name on their "do not call list". They are required by law to keep such a list and adhere to it. There are some telemarketers that flagrantly ignore the law, but not many.
Unsurprisingly, because law is made by politicians, law excludes political calls of all kinds, including those "polls" that are really just a thinly-disguised pitch for one candidate. After a few years of telling them all to put my on their do not call list, I really rarely get an old-fashioned telemarketing call any more. My biggest phone hassle is that one of those sleazy worthless online "directories" has published my home phone number as the number for some restaurant in Pocatello. There doesn't seem to be any way to get a hold of anybody who will change it, so now I get not only their customers calling, but various telemarketers trying to peddle stuff to them.
