Yes. Cell phones are unlisted numbers. Anybody can call any number no matter if it is unlisted or not. Being unlisted does not block calls to that number.
Robo callers have lists of numbers that they create. They use every area code each prefix and number. It is easy to auto generate these lists. Then they just have their robocall hrdware start calling. They do not care if the number is active or not.
When you get a phone call from an unknown number on your cell phone do not answer it. Then use google.com to search that number. If it is a robocaller they will be compaints listed for that number. If you determine that it is not a robo caller number you can call the number back if you wish.
Remember if you answer a robo call, they now know that your number is an active phone and will continue to call that number and share that number with all of their friends.
I have had a lot of calls from robo callers lately. I do not answer them. I check all phone numbers from unknown callers before I call them back.
