I sealed just before paint after the final fill primer sanding.
My Epoxy Primer was what I called rough, and on my wheels since it had dried for several days before painting I knocked off the surface with a red scotch bright pad, and then proceeded with three good coats of paint. they came out great as a result. On the body parts I needed some filler, and after the final fill/sand a good coat of fill/sandable primer is needed with a good fine sanding before sealing/painting.
