First - Get it running and pull the plug leads one at a time (you said you pulled plugs) the ones that don't make a difference aren't working right.
Second - Are they new plugs? Getting sooted is often too much gas - maybe carb accelerator pump too rich - also double check you haven't got your 2 middle plug wires crossed.
Next - Pull the tappet cover and recheck all the clearances.
