It may be there to provide heat for the intake manifold, for better fuel atomization, which on a stock setup would normally be provided by the manifold heat control valve, and the fact that the intake and exhaust manifolds are in contact with each other. It looks like this welded up intake manifold may not be in contact with the exhaust manifold, especially if headers are being used, and therefore would not get its heat from the exhaust, therefore needing another supply (i.e., hot coolant in this case). In other words, it may be there just to restore the fuel atomization expected from a stock setup, while getting the benefits of the dual carbs for power increase.
Someone else may be able to comment on whether there is any benefit beyond this.
