Yup, there's basically no use for any sandpaper shorter than 18" or finer than 100 grit until you have it primed.
Don't go too crazy with the high build primer...the heavier you apply it the more shrinkage & the more likely to have problems in the future. You don't want the primer any thicker than enough to fill 100 grit sanding scratches.
