I think you have two questions, one you ask and one you do not. I would choose a moly ring, to answer your main question.
The question you don't ask, but skate along the edge of, is how much taper is acceptable? You say there is not much, but then you say your taper may be a factor in your ring's performance. If you think it is a factor in your ring's performance, then you have too much.
Remarkably, the early flathead manuals said you could have up to .030 taper, which is of course absurd, even considering it was a long cylinder. Common thinking over the years has been that .010 was a maximum allowable.
If you want a good job on this ring installation, do not have more than .003 taper. If you have .003 or less, you can go back to your ring question and choose the moly and know you will have your best quality job.
The chrome ring would be good if you were in a high-contaminant application, but you are not, or sure as hell shouldn't be.
