Thanks to everyone especially Randy for the photo. This answer may have seemed obvious to many, but I checked my shop manual and it didn't say where it was supposed to drain.
The 10" tube was there on the inside, but no hole to put it through the firewall. I wrote my question when I was 20 minutes between meetings and went home to feed the pets and checked my truck since it had rained so much; only had time to check out the inside and not under the hood.
When I got home again, I checked the forums and then popped the hood. Yep, there was the oval hole, but whoever did the restore installed the inside firewall insulation kit (nice job overall), but they failed to cut a hole for the tube. That insulation and cardboard is sure tough to cut through without having someone on the inside to push against it. But, I got it done and now the tube drains where it should. Still need to get the cowl weatherstripping and that will happen tomorrow.
