Do you need to take out the whole steering box, or are you just trying to put in a new seal?
I wasn't able to get the steering wheel off mine. But, I was able to turn the box sidewise to put in a seal after I removed the starter. I already had the pedals out because they needed bushings, so I don't know if you need to remove them too. Probably.
