Hey, where in CA. do you live? Down in Southern Cal., the trucks can go a long time without paint, especially if they are parked inside. Some call it, "patina".
Don't count on primer to protect the metal. It's not a moisture barrier and rust can form under the primer.
I've had good luck with rust converter for the corroded areas. Someone on another forum said rust converter caused $25,000 damage to one of his trucks. Haven't seen that. Anybody else have bad luck with rust converter? I like the black coating it leaves.
