WDX /B1PW front springs question

Got the new main leaf fabbed, leafs all sand blasted and re-assembled.

But there were no bolts or bushings in the clips. And it looks like no room for a bushing, barely room to shoe-horn a bolt through.

No, wait, I lied. There were no sleeves, but there were bolts- 5/16 through 3/8 holes.

Parts book no help here, no bolts or sleeves listed.

Holes are countersunk for flat heads.

So, what was right? 3/8, no bushing?
