There is quite a bit of weight hanging on the straps. Enough to bend that horizontal section at the top down, leaving tasnk hanging on the filler. Re-bend it so the end is jsut long enough to meeet the bolt. Plus, you need straps across the top too, to hold hte tank down. The normal operating procedure is that the top straps are boltesd solidly to the angle iron crossmemebers, the bottom dtap is tightened solidly at the front, and the rear of the strap is quite short with a long 1/16" bolt used to snugh the tank against the top straps. Top strap is usually pretty heavy, 3/16".
