No paint/primer under filler...just not meant to be. Body fillers are meant for bare substrate, ground with a minimum 80 grit, preferably a 40 grit disk, to give the filler a bite. makes it stay put forever. The only exception is a glazing material, that can be used over paint/primer in small spot repairs.
