Some of the GI 30-06 blanks had a long 'nose'. I'm thinking the nose could be cut off, the neck reamed and re-sized.
The machine gun guys I hung with, were renting their guns to movie studios. They made their own blanks by cutting down longer cartridges with the appropriate head size, then star crimping the mouth. .45cal made from 30-06, 9mm blanks from .223. Sawed them down on a table saw, with a sliding jig. No good for nothing else.
They also did rent the guns to re-enactors. I watched, but didn't participate. I just can't see getting in the habit of shooting real guns at real people.
