Well,
I have some more pictures and I think that it is starting to make sense.
In the pic above you can see the shaft and column.
There is a brass ring that appears to be insulated. It has evidence of solder being applied to it at some point in the past. And, it lines up with the ~1/2" shaft in the steering column.
Current hypothesis is that there is a contactor missing that mounts in the 1/2" hole (using the three smaller holes that form a triangle. And, then a wire that needs to be repaired connecting the brass ring, through the horn button to the steering column.
Anyone seen a contactor like this?
