Seal is more likely, unless the nuts are loose.

If you do need to replace the gasket, firts pull the axle shafts, then the drive shaft, then the ring of nuts. Careful, the third members a heavy, need a floor jack to get them out and down.

To pull the axles remove the nuts, and screw 3/8" bolts into the extra holes in the axle flanges. They act as pullers.
