I assume you have the standard stamped steel 2" diameter thrust cups with the 5/8 bore that support the normal wheels. I'd just try using smaller OD flat washers and a standard nut. This ought to give you more usable diameter. Be carefull, as if that cutoff wheel frags, it'll do some serious damage to whatever it hits.
