Haven't gotten into the gas gauge circuit on an old PW but on other vehicles the gauge did have to be grounded, as when it is mounted in the dash, to properly work as well as the two wires on the back. Try running a jumper wire from the gauge body to ground and see if it starts working when you have it out.
