Try a known good hub/drum assembly from another spindle. If that still rubs it is possible that the spindle is bent. With the drive axle, brake drum and brake shoes removed, place a straight edge as wide as the backing plate across the machined surface of the hub face where the axle flange seats. Now rotate the hub and take measurements from the straight edge to the area where the brake shoes rest against the backing plate. Take several measurements throughout a 360 degree sweep. This dimension should be consistant.
