On the 78 W200 again....

So the thing to do on this truck to increase fuel economy (and power) would be to install lockout hubs, replace the 203 with a 205, taller and skinnier radial tires, well tuned 4bbl and dual exhaust?
Anything else? Is there some smog stuff that could be removed to help it run better?
