Are you sure the initial tubing stick out of the tool is correct ? If its out to far, you then force to large a initial flare. I could imagine that this might force a crack. Do you pre lube the end with generous amount of brake fluid prior to flaring ? I never double flare steel lines without lube.
I do exactly as you do. I buy 100% of my brakes lines from NAPA, pre made ( flares on each end). I buy lengths that fit my scheme and when required, I cut off material and re-flare. Brake line unions are used where pieces need to be joined. All my trucks and corvette have NAPA brake line right off the hanging display. Never a problem. I find buying by the roll is expensive and then you have to work to get it all straight.
