Once the thermostat reaches operating temperature it stays open. The wax inside the slug expands and pushes the rod outward opening the valve.
Also, an engine that is running lean will run hotter than one that is running rich. A rich condition is often induced at higher load to cause the engine to run cooler.
Counter-intuitive isn't it?
