Grits left between the points from sanding them clean are enough to keep them from closing. Mal adjustment also keeps them from working properly- they have to open, and they have to close.

Also the primary circuit- the wire from coil to points, plus the wire inside the dist, the 'bulk head fitting' in the dist side, plus the wire or strap to the condenser, all have to be complete, and un-grounded. The nut on the points can allow the clips there to touch ground, either on the wire or the condenser strap/wire
