brake Questions

Brakes, on my 57 FFPW in new condition.
1) On long trips 10 to 20 miles my brakes get very tight the brake peddle gets hard, and brake light stays on. I checked the drums seam warm/hot. Do I just need to back the shoes off the brake drums?

2) Should the brakes be able to lock the tires up on a hardtop road? My never have, or should I try standing on the brake peddle.
